PowerPoint Presentation - Main Changes in Preliminary Public Draft BRCP
Meeting Notes

At the meeting, the committee reviewed a PowerPoint presentation highlighting the major components of the Preliminary Public Draft BRCP, and major new changes in the Preliminary Public Draft BRCP (formerly called the Second Administrative Draft BRCP).

The meeting kicked off a 60-day public comment period on the Preliminary Public Draft BRCP document with comments due January 31, 2013. Revisions will then be made based on comments received, and a formal Public Draft BRCP will be released for required 90-day public review (along with the EIS/EIR) later in spring/early summer 2013.

At the meeting, the committee reviewed and discussed a PowerPoint presentation by Teifion Rice-Evans of Economic Planning Systems (subconsultant to SAIC) that provided an overview of the development of Chapter 8 Implementation Costs and Funding. Phil Johnson of Altacal Audubon Society provided a slide-show on the Thermalito Afterbay grebe colony. The committee then had further discussion of different Implementing Entity scenarios for the BRCP, and concurred that Chapter 7 Implementation Structure should identify BCAG as the BRCP Implementing Entity.

At the meeting, the committee received a status report on the Planning Agreement approval, reviewed revised species habitat models for Giant garter snake and Spadefoot toad, and reviewed new species habitat models for vernal pool/swale plants, Conservancy and Vernal pool fairy shrimp, Tadpole shrimp, Ferris' milkvetch, Lesser saltscale, Butte County golden clover, Butte County checkerbloom, and Bank swallow.
